What is Ringless Voicemail?
Ringless voicemail (RVM) is a technology that delivers a pre-recorded voice message directly to a recipient's voicemail inbox without ringing their phone. The phone does not ring, no call is logged in the recent calls list, and the recipient simply receives a voicemail notification. Real estate investors use RVM to contact property owners at scale with a personal-sounding message.
How it works
RVM technology communicates directly with the voicemail server rather than initiating a traditional phone call. The message appears in the recipient's voicemail as if someone called and left a message. Most RVM providers can deliver thousands of messages per hour, making it a high-volume outreach tool.
TCPA compliance
The legal status of RVM is debated. The FCC has not issued a definitive ruling on whether RVM constitutes a "call" under the Telephone Consumer Protection Act (TCPA). Some courts have ruled that RVM is not a call because the phone does not ring. Others have suggested it may still fall under TCPA regulation. The safest approach: treat RVM like any other outreach and obtain consent where possible, scrub against the DNC list, and include opt-out instructions in every message.

Best practices
